Visa has revised the effective date of the Secure Credential Integrity fee to 1 October 2024 from 15 October 2023. This change is effective in Australia, Christmas Island, Cocos (Keeling) Island, Heard Island and McDonald Islands, Lord Howe Island, Macquarie Island and Norfolk island.
The Secure Credential Integrity fee (previously the Acquirer Non-Token fee) is applicable to domestic card-not-present transactions processed using a non-Visa EMV payment token.

Visa’s existing interim PAN Pass Back Program will only be available until end of March 2026. This Program is for transit operators that require PAN to be returned to them during a token transaction. After March 2026, you are expected to implement changes to receive Payment Account Reference (PAR) instead of PAN. Visa will stop sending the PAN in transaction responses beginning April 2026.

On 13 April 2024, Visa will require the below merchant category codes (MCCs) to start supporting partial authorization for debit and prepaid purchase transactions1. Impacted merchants must include a partial authorization participation indicator in their authorization request message.
Failure to fulfill this requirement will result in a fee of 0.01 USD applied to all declined debit or prepaid card transactions due to insufficient funds.

Visa will update their authorization validity and clearing time frames in Table 1 starting 13 April 2024. Further details can be seen in the Table 1 below.
The current region or country-specific maximum time frames in Table 2 will not change.
Visa will also introduce the Extended Authorization Service, giving you the option to extend the authorization of card-not-present (CNP) cardholder-initiated transactions for up to 30 days. Visa will charge a 0.08% Extended Authorization Service Fee for an approved CNP cardholder-initiated authorization request. Japan is currently excluded from this service.

Effective 1 October 2024, Visa will implement the Electronic Data Quality Program (EDQP). The Reserve Bank of India (RBI) issued the following restrictions on storage of actual card data for guest checkout transactions:
The RBI will consider appropriate penal action, including imposition of business restrictions, in case of any non-compliance.

As best practice, Mastercard recommends that you rotate the individual Security Standards Council (SSC) assessor you engage from within independent security organizations if you are required to employ a Payment Card Industry (PCI) SSC assessor for PCI compliance validation.

Mastercard recommends not to collect CVC 2 on the checkout page for domestic card-on-file card-not-present tokenized transactions. This will result in higher authorization rates, lower checkout abandonment, and better payment experience for customers.

Mastercard will expand their Mastercard Installments program to Malaysia and Australia by the end of 2023. This program is part of the Buy-Now-Pay-Later service for cardholder payment flexibility.
